Chief Clinical Officer
M. Safwan Badr, M.D., M.B.A., is the Chief Clinical Officer at Wayne Health and Chair, Department of Internal Medicine, Wayne State University School of Medicine.
Dr. Badr is a professor of Internal Medicine, Physiology and Biomedical Engineering, and a staff physician at the John D. Dingell VA Medical Center. He served as associate chair of the Department of Internal Medicine from 2004 to 2008, and as the chief medical officer for the Detroit Medical Center from 2008 to 2010.
Dr. Badr is an internationally known sleep disorders researcher and research mentor with current funding from the U.S. Department of Veterans Affairs, Department of Defense and National Institutes of Health. He has mentored numerous trainees and junior faculty members who have launched successful academic careers.
A graduate of Damascus University Medical School in Syria, he completed a residency in Internal Medicine at Cook County Hospital in Chicago, followed by clinical and research fellowships in Pulmonary, Critical Care and Sleep Medicine at the University of Wisconsin, Madison. He also completed a master’s of Business Administration degree at the University of Tennessee.
Dr. Badr has served on multiple national and international medical societies, including the boards of directors of the American Thoracic Society and the American Academy of Sleep Medicine ( AASM); he served as the president of the AASM from 2013 to 2014. In addition, Dr. Badr is a member of the Board of Directors of the American Board of Internal Medicine (ABIM).

Phillip Levy, M.D., M.P.H.
Chief Innovation Officer
Phillip Levy, M.D., MPH, joined Wayne Health in January 2020 in a newly-created role as chief innovation officer to lead the organization’s efforts in population health innovation, clinical outcomes and social accountability.
Dr. Levy is the Edward S. Thomas endowed professor at Wayne State University School of Medicine where he also serves as assistant vice president for Translational Sciences and Clinical Research Innovation, and associate chair for Research, in the Department of Emergency Medicine.
Dr. Levy is a Fellow of multiple professional societies, including the American College of Emergency Physicians (ACEP), the American Heart Association (AHA) and the American College of Cardiology (ACC). In addition to this, Dr. Levy is a standing member of the NIH Cancer, Heart and Sleep Epidemiology (CHSA) study section; president of the Metro Detroit AHA affiliate; Chair of the ACC’s Cardiovascular Service Accreditation Management Board; and a member of the ACC’s National Cardiovascular Data Registry Management Board. A leading cardiovascular researcher, Dr. Levy has overseen more than 90 funded studies from various entities since his arrival at Wayne State in 2002, including the CDC, NHLBI, NIMHD, PCORI, AHRQ, EMF and Robert Wood Johnson Foundation. Related to this work, Dr. Levy has published more than 220 manuscripts and textbook chapters over the past decade and has been an invited lecturer on cardiovascular disease more than 220 times.
Dr. Levy earned a Doctor of Medicine at New York Medical College, a Master’s degree in Public Health at the University of Michigan and a Bachelor of Science degree at the University of Pennsylvania.

Aris Q. Urbanes, M.D.
Chief Medical Officer
Aris Q. Urbanes, M.D., joined Wayne Health as medical director of Quality and Patient Safety in September 2018, when the organization was known as Wayne State University Physician Group. He was promoted to chief medical officer in January 2020, responsible for overseeing all aspects of clinical care delivery by Wayne Health.
Dr. Urbanes is a board-certified internal medicine and nephrology physician who also holds a board certification from the American Society of Diagnostic and Interventional Nephrology, Hemodialysis Vascular Access.
He previously served as associate program director of Internal Medicine at Providence Hospital in Southfield, Mich., where he also served as chief of Nephrology.
Dr. Urbanes has held a number of national professional offices, including past president and executive committee member of the American Society of Diagnostic and Interventional Nephrology; director-at-large and board member of the Vascular Access Society of the Americas; member of the Kidney Health Initiative/National Kidney Foundation Committee on Clinical Endpoints in Dialysis Access Trials; and member of the Vascular Access Committee of the National Kidney Foundation/Kidney Disease Outcomes Quality Initiative.
He is a fellow of the American Society of Nephrology and the American Society of Diagnostic and Interventional Nephrology and was named Teacher of the Year four times for outstanding student and resident education at Providence Hospital.
Dr. Urbanes is widely published in prestigious, peer-reviewed publications, including the Journal of the American Society of Nephrology, Journal of Vascular Access and Hemodialysis International. He is also a frequent, invited presenter at national scientific and clinical meetings of the American Society of Nephrology, National Kidney Foundation, American Society of Diagnostic and Interventional Nephrology and Hemodialysis Symposiums. In addition, he has been an invited speaker on clinical topics at international meetings in Columbia, Spain, Malaysia, China, India, Turkey, New Zealand and Dubai.
Dr. Urbanes earned his Doctor of Medicine at the University of the Philippines School of Medicine and a Bachelor of Science in Zoology at the University of the Philippines. He completed post-graduate training in internal medicine at the University of the Philippines and Wayne State University, and in Nephrology at the University of Michigan.

Sayf Fathy, Esq.
Vice President and General Counsel
Sayf F. Fathy, Esq., joined Wayne Health as corporate legal officer in 2010 when the organization was known as Wayne State University Physician Group. He was subsequently named vice president and general counsel, overseeing all legal affairs for the academic practice group.
Prior to his arrival, Fathy was an associate specializing in commercial real estate at the Detroit-based law firm Dickinson Wright. He also served as an academic services officer at Wayne State University School of Medicine.
While working at WSU, Fathy attended Wayne State University Law School in the evening, earning a Juris Doctorate, participating in Law Review as a senior articles editor and participating in Moot Court. He received a Constitutional Law School Award during his first year of studies and graduated magna cum laude in 2008.
Fathy also earned a Bachelor’s degree at WSU’s School of Business with a concentration in information systems.
He is a member of the Michigan State Bar Health Care Law Association Section and the American Health Lawyers Association.

Jeff Bolton joined Wayne Health as associate vice president, Financial Affairs in January 2020 when the organization was known as Wayne State University Physician Group.
Prior to his arrival at Wayne Health, Bolton served as assistant vice president of budget and planning for Wayne State University. At WSU, he led the development of multi-year and annual capital budgeting processes; led the university’s financial planning and analysis processes; and directed the implementation of cloud-based, financial planning and analysis software integrated with the university’s enterprise resource planning system for budget development, forecasting and variance analysis activities.
In other previous roles, Bolton served as the director of business affairs for Wayne Law and in various other positions in Finance and Enrollment Management at WSU.
Bolton earned a Master of Business Administration and a Bachelor of Science in Business Administration, with a concentration in finance, at Wayne State University. He is a member of the Healthcare Financial Management Association and the National Association of College and University Business Officers.
